Looks like an old Briggs and Stratton. Get the model number off the engine cover, and pick up a cleanout/rebuild kit from the local repair shop. Also get a spray can or two of carborator cleaner. Probably have gunk in the carb that needs cleaning out.

BTW, I usually go through a small tractor battery ever two seasons. The last time I picked up a sealed battery from Home Depot for ab out $45 and its on its third season and still cranking the motor strong.

Time to start oiling things up like where the choke cable contects oil that shaft till free,the casting appears to be cracked under and back of the choke shaft in picture 2,also oil your adjusting needle at bottom of the float bowl use caution here as it's a needle so don't force it,once free turn in very slowly till it just stops then back out 1 1/2 turns,check that your exhaust is not collapsed inside ,take a wire and poke through holes,take your breather assembly off and pour a little gas down and see if it starts if itdoes your float needle is probably gummed stuck closed....let us know results

The carb cleaner is for when you remove and disassemble the carb to install the new carb rebuild/cleanout kit. Spray all parts clean, blow the passages clean and reassemble using the new gaskets, needle, etc from the kit.
