I have a 1970 Glastron 16 foot.

I am re-building the three stringers.

Vinyl Ester mat/woven/mat

The two side stringers laying of mat and woven is kind of bumpy on the sides.

What is the trick to laying the may and woven.

Should I wet the surface with resin first, let it get tacky then place the mat on and wet mat.

Currentyl I place mat on and brush the resin on.

Apply resin to the surface first, then put the mat down and apply more, you can put all three layers down at one time this way (wetting out each mat or roving separately). The last (top) mat won't add much strength, roving is what makes it stronger, so you could leave it off and not notice the difference.

As said before you want to put the mat on using the 'wet method'. also are you brushing the resin into the mat or 'patting' it on? I found that if I brushed mat it would move and lump and do all sorts of things. So I was reduced to 'patting' the resin on top of the mat. You can force some amount of resin through the woving into the underlying mat, so its possible to:

Wet the wood with lots of resin.
Add the mat and roll it down with fiberglass roller.
add the roven woving. brush on a heavy coat of resin.
Using brush and fiberglass roller work the resin into the mat..

I would clean and scuff up the old glass first so you get a good bond, then wet out the area with a roller as the other guy said, then keep laying in the glass.

Years back I did the same to a 1970 19' Glastron bowrider. I did as the above suggested with the exception of having the new wood for the floor cut, glassed (top & bottom) and ready to go in. I wanted the resin on the stringers to bond with the bottom of the floor. To do this you really have to be ready to go with everything and have a slightly cool mix of the resin & hardener. When you start you have to move very quickly before the resin starts setting. Slop the resin on as fast as you can. When cured I went back and put cloth and roving around the seam between the deck and the side of the hull. I ran that sucker for 15 years.
