leaking Plug!!!

This maybe a dumb question but i know someone can help a dumb ***.
my boat has a bilge pump in it but where the tube from the rear of the boat enters the boat it leaks. it looks like someone has used somekind off silacone sealant around it but it has started to leak.
Is there some thing that i can use to reseal this and if so should i remove the old stuff.

If it's a brass tube, don't reseal it - take it out. You have to grind or cut the lip off to remove it.

Once it's out, coat the inside of the hole with epoxy. Once that's dry, install a fitting on the outside of the hull instead of those crapola tubes. Use lots of 3M sealant. Those stupid tubes don't stay sealed.

To answer your questions.... (which is not dumb)

First remove any and all silicone...... It really does not have a place in any boat hull.

The proper sealant you need is 3m5200. The downside to this is two-fold.... the 3m5200 must be applied to dry surfaces and takes at least 24 hrs to dry.

The boat must be on dry land..... if there has been a leak there for a long tome ..... water may have infiltrated into the wood in the transom and must be dry before you seal.

The through the hull plug above is what you need if you have one now. My thought is not to re-invent the wheel and replace what you have with similar to what is installed now.

Your problem may be something as simple as a gasket and problem solved.

I hope it is a trailered boat and a size you can handle..... if it is a larger boat make the arrangements to have it lifted.

The boat is a 16' starcraft and maybe i am not explaining the problem correctly, let me try to again i know i dont make sense have the time thats what my wife says but here we go. There are three holes in the back of my boat. the center one (at bottom) is there drain plug I think. The one to the left of the drain plug is for in water inlet to the live well. the one to the right of the drain plug maybe the drain for the live well not sure? and this is the one that is leaking. it looks like the previous owner mayhave used somekind of silicone on the inside to seal it. but my problem is that i can see water comming past or through the sealant that is there. it looks as if it is peeling away from the inside of the boat. I have seen the 3m sealant and i was going to try that but before i did i wanted to ask the pro's thats why im here.
Q #2 if i do use the 3m sealant should i remove all the old sealant first? and do both inside the boat and outside the boat?

if it is a plastic thru hull replace it and use the proper sealant as discussed above. if it is bronze or stainless and in good shape remove the whole fitting and reseal as stated above.
