leaky foot

I recently got a 1985 90hp rude,the speedo hole in foot was stoped up,I unstoped it very carefully and gear oil started coming out the hole,I took it to my mech and turns out with teh hole stoped up water was traped and froze and cracked the foot inside,He is going to try to fill the hole with something like jbweld to se if this will stop the leak,or maybe I though about taping out the hole and puttin a screw in it,I told him it was worth a try what have we got to loose.Has anyone ever did anything like this?

I may be reading this wrong but am having difficulty understanding exactly where your hole is??

the hole is the speedometer hole on the front of the foot and I suppose the hole at the top where the speedometer tube connects would have to be stoped up too.Can you weld up a hole in the foot?
