lean running carb

working on a customers force 125hp 1989 , after they had a chance to mess it up. ha ha you got to love it. Anyway when I started looking over the engine I saw that the float level was set to high. when I removed the float bowl I found that : A) the person installed the float upside down. and B) used a normale screwdriver to remove the emulsion tube. yes i get to repair someone else's headach.
Reset the floats, the right way 13/32 and removed the emulsion tube and cleaned up all the nicked brass. I also feel that when the customer tried, or did remove the tube he jamed the idle pick up tube up into the top of the idle port. using needle nose plyers i pulled the pick up tube back to the piont where it is even with the top of the emulsoin tube. Cleaned all the idle ports with carb cleaner, didn't remove the welsh plugs nor brass "BB's" on top of the carb's. and sprayed ports with compressed air. reinstalled the carb's.
I was going to check timing but found the flywheel has line markings, no numbers , one single line and about 25-30 deg. away three line marking. I figured I'd ask here and check later.
Anyway I started the engine , it ran, but my ears were telling me only on 2 cylinders. placing my hands over the carb opening, to get and rpm change, same as chocking a carb one at a time, I found that the top carb would cause the engine to die, and when i repeated this with the bottom carb the engine came to life. I was forcing the carb to run rich off of the main jet I belive. My question is this other than possiably the carb idle port welsh plugs needing to be removed and checked, are there any "TSB's" about seals failing after the carbs that would cause this engine to run lean, and thus giving the carb a weak vacume signal? reeds look good, i checked them. compression is at 120-125 all cylinder's dry.

The only thing I would add is to check the fuel recirculation screens and lines.
It wouldn't account for all the troubles, but if they are clogged, it can make adjusting and tuning a pain in the rump.

One of the lines on the flywheel should be TDC, the other is the timing line.

I have the same engine the single line on the flywheel is top dead center, the other should be 28,30, and 32 degrees respectively for timing
