Lever Lock (upper)

I have a 85 Mariner 25 HP serial # OA920439<br />model # 7025206. We noticed the upper lever lock<br />attached to the manual starter housing is broke off. I have ordered a new one. Can anyone tell me the function of the upper lever lock.

My guess would be that it prevents the manual starter from operating in gear.
