Is there any kind of license needed to captain a boat in the ocean? I know there is a license needed if you are offering any kind of service such as charter fishing but is there any requirement for the average joe with a boat that he wants to take from Maine to Key West, then to the Bahamas.

as long as you are the owner. no. but you better be prepared for all conditions. captains training for your and your passengers safety is a must, navigation, mechanics. suggest you federally register the boat.

As long as you're not carrying passengers for hire, you don't need a license.

I think it depends on what state your boat is registered and the applicable laws of the states that are along the eastern seaboard. What I am talking about is a boating license/safety certification.

In some states they are required. See the following page for info. They may accept (and probably do if you already have one for your state) If not you may need to get one, they are not difficult to obtain. Can even be obtained online here in Washington State.

EDIT:

You will need to look at each states requirements. Many states have visitation time limits like spending 60days or less in a specific state will exempt the requirement. Some may exclude vessels licensed in other states, etc... Each state is different.
