linc n sync ?

76 Glastrastron T-156 runabout with 65hp evinrude 3cyl outboard
(I think engine is year 73-76 not sure yet)

So im a new boat owner and ive been here reading to educate myself before getting in the water. I did put my boat in the water about a week ago mainly to see that it floated and there were no suprises before thinking about taking the kids. It seems the motor does not want to run while in the water and put in gear but ran fine at home with ears. (Also there was a lot of current and I prob shouldnt have been on the water here while it was up anyway) To me and my buddy it sounded like the carbs where loading up, ie not getting enough fuel or air.

From what read here have checked or will do the following
Dump the gas (recently purchased boat so i know nothing about the history of the gas thats currently in it)
Fuel line and pump bulb already new.
Tank ventilation seems ok.
Fuel lines to carbs seem pretty new and no too soft
I will be replacing the fuel filter

If this doesnt fix the issue i think i should do a link n sync. I understand the sync part but what do you mean by link? i keep seeing this reference so I should prob be embarrased to ask, but laymans terms please? Does this just mean linking them back together with the link rods after a rebuild?
