link and sync question

I have experience with smaller twin cylinder motors, am working on my first older v4. What exactly is meant by link and sync? Does it need special tools? Can I do it myself?

Depends on what V4 we're talking about but yes, you can do it yourself. Get the manual (I prefer an OE manual) and follow along, no biggie. About the only special tool might be a piston stop tool to set the timing pointer on some models. If you wanted to check wot timing.

Link & sync is the process by which the various timing advance and throttle linkages and cams are adjusted to ensure timing advance begins and progresses at the proper rate with throttle opening. Just so you know, that procedure is 12 pages long in a Clymers manual so it must be performed in the exact step by step process. Skip a step or do it wrong and the outcome will be wrong. It's not difficult, just long! Of course the process differs depending on engine and vintage.

Thanks for the input, this a 69 evinrude 115 and I've got plenty of time to do it right. Seen too much time blown doing it wrong. I was wondering, would a vacuum set-up like we used to use setting up multiple carbs on a car be a better way to adjust the carbs on this?

Nope, its just a matter of getting all the linkages in time.
