Little thingy with red lever

So I recently bought a boat with a 60 evinrude outboard motor, was wondering what is the little thingy with small red lever on it ,,what it do?and what's it for,,should I mess with it when having starting trouble( i saw previous owner mess with it when starting),,and when I do mess with it why do I get gas dripping on my hands

You need to install the repair kit to stop the leak.-----This wonderful electric primer valve replaces choke flappers.-----First came out in 1980 model year.----Used on 9.9 to 300 HP motors.----When you crank over the motor you push the key in.----This valve opens and sprays fuel directly into the air going into the crankcase.----Makes for near instant starting.----Post model # of your motor.----Post compression test values.----Have battery load tested.----Inspect starter motor.-----Is VRO in service or mixing at 50:1 in the tank?-------Test over heat horn.----Replace water pump impeller.----All easy to do and save you a bunch of beer tokens.-----If you have to rush to a shop you will be shocked at the fees charged.----Looks like it is a 3 cylinder motor.

And that my friends (above advice) is about the best thing you can do when you buy a new to me outboard motor.
