load/passenger data tag

i have a 84 malibu with a 305 omc, i looked all over the boat and can not find the safety tag anywhere. where would i go or who do i call and get that info, also is is needed to have it on the boat if i get stopped? the boat is 21feet long and open bow. thanks for the help.

NOTE: The Coast Guard Capacity Information label is required only on monohull boats less than 20' in length.
