lock mechanism when outboard is down

so i noticed there is a little hook deal on my 63 merc 500 and it does not lock when motor is down and in gear i noticed this when i put the motor in reverse and it hoped out of the water never really have any problem with it only if i get going to quick in reverse which never really do. But i saw how the mechanism works when i replaced the impellar thought it might work when i put it back together but no luck is this a common thing on a old motor

I can't remember there ever being an outboard without a down lock. So I am guessing and also I am betting it is not only common but normal.

I am pretty sure the problem you are having is the reverse lock cam is in place wrong, or is not in place at all. When you slide the lower unit off and your shift shaft is hanging down through the midsection, there is a plastic piece that slides in the bottom of the midsection where the shift shaft is. It is my understanding that this plastic piece makes the hook mechanism you are talking about lock over the trim pin and stay locked over when the motor is in reverse. This applies to my motor which is a 1979, but I am not sure if yours will have the same thing.

i saw exactly what you are talking about and tried lineing it up as best as i could but apparently didnt get it lined up exactly

THE LOCK OUT CAM IS ON THE SHIFT SHAFT in LU, the edge of the ramp should be facing to the front ,when in neutal ,when shiftinf to forward the cam rotates clockwise away from the ramp, then in reverse the high flat will be forward holding lock in place over tilt adjust pn
