loose throttle assembly? sea king

i recently noticed that the throttle was sticking about half way , so started looking and it seems really loose in the motor where it attaches inside under the flywheel? it will go full throttle if i lift up on the plate, it clicks up over something and will be fine. also something seems to be scraping on the inside of the flywheel not really bad but rubbing enough to move the throttle assembly at a certain point in the rotation, this cant be normal? there is a screw i see thats real loose , likley the culprit, does the throttle need to be in any certain position before i tighten it?i dont really want to remove the flywheel because at this point im not really sure what ill be getting into underneath. other than this it runs ok. and still seems to work fine at this point i just want to fix it before it gets worse or causes more damage.. ill try and get some pics soon to help explain .
but if anyone has any idea what im talking about let me know what you think in the mean time..
its a clinton made 9hp sea king 1978 i believe

haha... also just found 3 small (though different size) bearings on the floor and im pretty sure they came from this motor, 3 bearings worries me enough, but different sized. hopefully that rings a bell to someone as to where thay came from. hopefully not 3 seperate problems
