86 50 seahorse, won't turn but 3600rpm in water, also will not run if number 2 plug wire is removed but there is a difference when # 1 wire is unpluged. have ck. compression, replaced power pack coils, stator.,carbs rebuilt, checked reeds.

Do the carbs again. Sounds like they are not as clean as they should be.

I built the carbs in september 2005, it still ran the same so i took them off and took to johnson dealer, picked them up 05/25/2006, do you think I need to build them again?

If you're sure they are clean then take a look at the link & sync and make sure the timer base is moving fully to the stop. Check high speed timing.
