My 99 mercury 40 has lost RPM. I took off in it and pushed the throtel all the way up and it run at about half the RPMs that it did before. It wont idle in nutral. it acts like it is starving for gas. Would bad spark plugs make it start doing that all of a sudden, with no signs of problems before that?
