Loss of power

I have an old 1985 Mariner 20hp two stroke outboard. No problems from it before untill today when I was trolling at low revs. After about an hour it seemed to want to splutter and die, I pumped the fuel primer ball and it did not really help much. When trying to open the throttel it would only splutter. After a short while it was fine.

Later on on my wat home I was on the plane travelling at 10 knots with about 1/4 throttel, it bogged down again. only when shutting off the throttel to crawling speed did it recover. I seemed to me at the time like there was a fuel starvation. I have rebuilt the fuel pump last year. I took apart the fuel filer mechanism and stripped the carb, but nothing unusual. No water in the fuel, very fresh fuel used. The fuel tank and associated pipe + primer ball is new.

Any idea what could cause this dialemma?
