Lost some performance after repair please help!!!

I had my 1988 75 horse Mariner carbs cleaned and floats adjusted. I also had the fuel pump parts replaced. Before I had the work done It would run at 5100 rpm at wot. Now it tops out at 4600. He adjusted the timing and throttle lever and idle screws. It also surges and drops at wot. He told me to put new plugs in it to see if that fixes the problem. what I want to know is if the throttle lever screw is in too far would that affect my top end. In other words if the the top arm stops too much before the bottom would that keep it from topping out at what it should be?

Just tell the mech to make it run correctly. HE TOLD YOU TO PUT New PLUGS IN IT? wasn't that he's job.
He is A hack. spark plugs last forever unlest the ceramic breaks.

Unfortunately my confidence in him is not that great right now. I took out today after making some of my own adjustments on the carbs and the idle screw and it is running much better at low rpms. It is still struggling to hit top end and surging some at wot. Would an adjusment to the throttle lever screw rectify this?

If he messed with the timing that could be your issue. At low rpms it is just a few degrees BTDC. But at WOT, it's 20-22 depending on how you measure it on my engine, a '02 90 hp triple. Get a manual and lookup the setup.

Could I take it out on the water and make adjustments to get it right. He did say something about 28 degrees tdc. He stated that settings were way off but when it ran it ran at top rpm without it surging, the floats were off though, at least that is what he told me. What manual do you recommend?

If the spark advance lever was set so that it stopped too soon, would that keep the motor from reaching top rpms and speed?
