For 8 people (kinda' squished) or 6 people (fairly comfortable) a 18 or 20 bow rider will do. You could go bigger, but somewhere in the 24' range, I think launching, retrieving and maneuvering in close are harder learned. Not impossible though. People do it all the time. I have a family of 5 - usually take 2 dogs - and sometimes take full capacity (8 people) out on my 18. It's tight, but not too bad.

I typically suggest out boards to newbies (I think they're easier to learn), but you'll find mostly I/O's out on the market over 18 feet.

You might look at deck boats, but they're hard to come by. There are some center console or walk-around types that might do as well, but I think you'll be looking for something slightly more suited to dragging tubes and skiers around. Really, it might do to visit a couple of dealers and crawl around on things and see how you fit in them and like the amenities. With your budget the used market will be pretty wide open.

My first boat was a 20' Crownline I/O and it was a great first boat but as stated after a few years it just wasn't enough, Now I have a 25' Crownline which for me is the perfect boat, I have had 12 people on the boat 6 adults and 6 kids and one 100LB Yellow Lab, while it was tight it was very comfortable at 40 or 50 MPH, now your not likely to be able to do that in a smaller boat but without learning how to boat properly in a smaller boat I would have never known, learn to boat then move up it will save you money in the long run

"I have been out on plenty of friends boats..." this is important b/c you have an idea of what's comfortable for your people, your use and your conditions. The capacity rating plate is good for stacking bodies safely but says nothing about comfort, which is equally important.

You'll do well with your budget and looking at late model used boats.

As for 2'itis, it can be cured with an injection of 2boat-itis. Don't replace the boat with a bigger one; just go get more boats!
