low rpm

1984boat, 18.5' crestliner bow rider, mercruiser 140this is what happened, right off the trailer it ran like it should 17 pitch prop i know little small but 19 pitch prop on the way.WOT with 17 is around 4800 (high) speed was about 32-35 MPH (ok) i docked picked up friend and fishin poles, fired it up and wouldnt you know it the engine will not go past 2200 RPM, wont go past 2200 RPM with 1/2 tank with just me in boat. whats up.

do all boats have well do all IO have a flapper exhaust valve in them, if they do maybe thats my problem, makes sense stuck flapper valve makes for low to no water flow that would go for exhaust as well, which inturn will create to much back pressure and heat build up operating above ide speed.
