Low RPM's on WOT

First off, here are my numbers.
2001 Seaswirl 175 with Volvo Penta 4.3Gl

The boat is new to me, and if I am having an issue with the RPM's at WOT. By myself it is only running at 3500 RPM's doing 49mph on a calm lake. This engine is supposed to be between 4200-4600 RPM's at WOT. It has a 14.25, 19 pitch SS prop which is on good shape. The motor runs perfectly with no hesitation or lag.
I was talking to a Volvo mechanic and explained all of this and he said that if the boat is running fine and I am happy with the performance that it is probably a tach issue and there is nothing wrong with the boat. I played with the switch at the back of the tach and cleaned the connections and there is no change in the RPM's.
My question is, should I try and investigate more or is it probably just a tach issue? I am concerned because I read on here that running your motor below the recommended tach range is really bad for the motor.
Any advice is much appreciated.

Get a shop tach and verify your engine rpm. If you have access to a diagnostic computer, you could get it hooked up to your engine too. I has a built in tach that can be displayed.

Just an update. It ended up being the tach. Played around with it and then it started working perfectly.
