Low speed knob will not turn

I have a '65 6 hp Evinrude and recently rebuilt the carb at a small motor class. When time came to reassemble I had a difficult time getting the low speed knob to screw back into the front of the carb. The instructor was able to get it seated and screwed in. I now recently read that to ideally set this knob properly, you must gently seat the knob/screw, unscrew it 1-1.5 times, and then screw it in at 1/8 increments to find the ideal setting. However the knob will only turn about 1/2 way and will not turn further in either direction. I was trying to unscrew the whole thing and lightly seat it but cannot. I do not know if it is stuck or what the deal is, wondering if anyone has any ideas or suggestions. I have no taken it on the water yet so I do not know if this is a problem.

Just a hunch, packing nut too tight, loosen it a bit till you can rotate the needle.

The knob has a limiter to keep somebody from twirling it 'round and 'round. If the limiter is preventing you from turning it as far as you want to, pull the knob off, rotate it a bit to get a new "bite" and snap it back on.

You are wasting your time trying to set it correctly unless you have it on a boat on the lake.

thanks for the quick responses. It is not the plastic limiter on the knob, although I am definitely foolish enough to have that stop me. I am not concerned with setting it correctly right now, but just want to ensure it is not stuck in there. It may very well be the packing nut being too tight, I will give that a try and report.
