Low Voltage to Injector 1 on a 06 175 hp verado

I have confirmed that my injectors are good but when I unplug injector 1 when the motor is running, there is no change in the idle. I tested the voltage going to the injector and it is between 1.5 to 2.1 volts. What could be the cause of this low voltage?

Either injector coil is bad pulling down voltage or ECM output is low (ECM). How did you confirm injectors?

I swapped my number 2 injector with injector 1. Ran the motor and then one at a time unplugged injector 1 and 2. When unplugging injector 1 there was no change.

I got it sorted. It was a broken wire between the ecu and the fuel injector.
