Lower carb keeps stooping up

Have a 78 70hp evinrude 3 cyl. The lower carb jet stooped up couple weeks ago. I had carb rebuilt and cleaned. All new fuel lines and fuel pump diaphragm replaced. Boat ran excellent last weekend. Put it in water yesterday and it would not come out of hole. Same senecio that happened first time. So I feel confident there is trash in carb again.
I know everything flows down hill. Is it possible that trash could be in upper carbs and when motor is all the way up and turned all the way left (fuel lines down) could trash come out of bowls and collect in bottom? Fuel pump has a filter and it's clean.
Any ideas?

If you still have any fuel lines which are not ethanol compliant, that can cause problems. The ethanol will eat the hose internally and black bits of hose can migrate into the innards of each carb. Had a look inside? None of the original fuel hoses on this engine are ethanol compliant.

This reoccurring issue is common on the older ones. All fuel lines should be replaced with good fuel line. Not cheap grey stuff. Also replace diaphrams in fuel pump.

Just my humble opinion. Others may disagree
