Lower Cowl Removal

Hi:

How do you remove the lower cowling on a 2000 Mercury 150? (the two pieces of plastic splits in two). I am trying to install a Seastar hydraulic cylinder and there is not enough head room to install the bolt through the cylinder pivot plate down through the threaded tiller arm. Has anyone encountered this?
