Lower shift shaft sleeve

Engine: 1994 Mercruiser 5.7L
Drive: 1994 Alpha One (Gen II)

I recently replaced the water pump. While dropping the gear housing, I noticed a rubber washer (sleeve) around the base of the lower shift shaft where the shaft goes through the oil seal. The sleeve was rotted and fell off. The part I'm referring to is # 34 in the diagram below. I can't see what purpose this sleeve serves. There is nothing above or to the sides that this rubber sleeve comes into contact with. It simply sits on top of the busing assembly and oil seal.

Can anyone shed some light on the purpose of this sleeve?

All it does is keeps sand, dirt, and other junk in the water from getting between the seal and shaft and causing a leak.
