lower unit making clanking sound when in reverse

i bought a used motor 2001 mercury 75 hp 4 stroke big foot, i had powerhead issues i made repairs to the powerhead and runs great, my problemis with my lower unit, the motor is mounted on a boat, on a load in forward all is good but in reverse a clank, clank, clank noise is heard, the usual shift sound seem much louder, like the clutch dog is not meshed with the reverse gear, i thought the cable adj was the problem,i removed the cable and manually shifted to reverse and noise is still their, i did pull the lower unit off to replace water pump, shifted into forward before i took it off, i heard i should have shifted into reverse instead is that true and possibly the problem, i dissasembled the lower unit, because i wanted to reseal because the oil was little bit milky yellow color, all parts look good. I am up in the air with the noise and sometimes the throttle sticks, when i move the cables the motor idles down does this indicate i need to replace the cables, THANKS FOR YOUR HELP
