Lower Unit Problems

I bought a 1990 Johnson 200 on ebay and discovered that the lower unit has issues. The biggest problem (so far !!!) is that two out of the four bolts for the bearing housing are broken off.

I talked to the mechanic at a local marine dealer about fixing it and they want a LOT of money to do it, and he told me there's no guarantee that the gearcase won't be ruined when getting those bolts out because the metal is very thin in that area. Also, because of that, he said that using heli-coils is not an option.

As a last resort would heating the lower unit be an option? I have access to an oven large enough to hold the lower unit, if I try that how hot should I go?
