Lower Unit Rebuilt

2003 Merc 60 4 stroke
16' Lund V hull
Had lower unit rebuilt (water in gear case)
removed and re-installed at local boat dealer
Boat will not plane and of course goes 10 MPH
dealer said maybe altitude but has ran many years at this reservoir (5300') at 25 MPH
RPMs come up to 5500 to 6000 easily..(maybe too easy ? )
only thing that has changed is lower unit....same prop

You say the rpms get to 5500 - 6000, perhaps too easy...
What kind of Prop?
Does it have a Rubber Hub or use a Replaceable Hub Kit?
If a Hub Kit, was it installed?

Take the prop off and have a look

I will look at it later today..headed up to the lake this morning for a few days (boat is up there)
