Removed all bolts even the one under the plate. This has been on for at least 12 years. Could it just be frozen? I dont want to force anything down till I'm sure this is the problem.
This is a 45hp merc.

If you are certain all bolts are out (should be 5) the L/U is just being stubborn. Take extreme care when tapping on the L/U- the anti-vent plate is easily bent/cracked.
I removed the two side ones, top rear and bottom rear under plate and also the nut up above on the shaft. Are these the five that you refere to.
