You have a 'non-feedback power steering' system.

A few points about those.

1. The steering cable moves a shuttle in the actuation ram. The amount of movementl to move that shuttle is about 1/2". Add the movement between the steering cable outer and inner, and any lash between the drive and driven gears in the helm and you can easily have your 2 to 3 inches of 'slop'.

2. A characteristic of non-feedback is that the drive can't push the helm. So when you try to turn the drive it will lock. Designed that way. But if you push very slowly you can push oil passed the valves without pushing them into the closed position.
