Manual tilt on 1992 50HP Johnson

I just purchase a pontoon with a 1992 70 HP 2 stroke with oil injection. Motor runs great but having problems with the manual tilt. It has a hydraulic cylinder to assist tilting the motor up and down but having problems getting it back up. Motor had been sitting for awhile but cable does move about a 1/4 inch and appears to be in good shape otherwise. Initially had problems getting it down but lubing the cable and fiddling with the handle eventually we got it to go down. Had same issues getting the motor up but with more lube and more jockeying with the handle, we got it back up. Thinking we just needed to keep working it and lubing the cable, we lowered it again but now can't get the motor up again. We're thinking there may be a problem with the handle because as I mentioned before, the cable only moves about a 1/4 inch. Is that amount of movement normal or should it be more? Have never had an outboard with manual tilt before so this is all pretty new to me. Also wondering, if the handle is the problem, what do I have to take off to tilt the motor up to take that handle off and see if that is indeed the problem? Sure would like to get her in the water this weekend so any help is appreciated.

Look for a locking lever/mechanism to keep the motor from rearing up in reverse, somewhere on the side of the mounting bracket. Likely need to release the lever to tilt up the motor. If that rascal is hard to tilt, there is a tilt lever (Gareiik, I think) to assist -- can stow easily.

As noted on your post in pontoons.
there is a lever that locks it down in reverse.
this is actuated by the controls.
1st make sure the controls are in naturel if it's still locked remove the hood and disconnect the shift cable and then move the shift rod back and forth (may require turning of the prop since motor not running) and you will feel where neutral is then see if motor will lift.if it does then check cable adjustment to see if it will go back on without moving the shift rod if not adjust cable till it will.
