Mariner 115 I6 Stator Trigger housing removal

I've got a Mariner 115 I6 (1988) I've rebuilt, but recently noticed the stator trigger extension for the carb rod has been broken off. I've tried to use a puller for the housing, but it sure seems extra tight. I don't see any spline damage under the nut & washer. I've been able to pull it up about an 1/8 of an inch, but it just does not want to come off. After removing the nut and washer I would assume that it should just pull up pretty easily. I've tried an outside hook puller and a forked bolt puller to the flywheel bolt holes. No luck, anyone have suggestions? I need to replace the trigger and can't get the original trigger off without removing this housing. (I'm not talking about the end cap, which is under this splined housing on the crankshaft I'm trying to remove)

Does anyone know how to pull the stator trigger assembly of of a 115 inline 6? I can't get it to release so I can replace it. Tried outside pullers and through flywheel bolt hole puller, but it's really tight. I've pulled it up about an 1/8 inch and do not see any rust or gumming on the shaft. Any ideas why it would be so tight?
