My Mariner 135 (2000) floods when I fuel it hot and I tie up the gas dock for about 10 minutes until it clears. If I fuel when cold it starts a bit rough but not too bad. Looking for a cause...and some tricks. All other times starts fine and runs well.

Carb flooding?

Pull the silencer, watch the carb throats and pump the primer bulb, watch to see if any flooding.

Cold it will start as it needs a little more fuel but once warm that would flood it.

If you do one carb, do them all, pay close attention to float height.
