Mariner inline 6 timing

Have a question regarding 1988 inline 6 115 hp mariner. Everything is set. Dial indicator finding tdc then .464 then pointer aligned with .464.... cam arrows aligned. Wot cranking set at 21° btdc which will be 18° running. My issues is primary at 6°atdc. Two questions. Should this be set running or cranking. And also with either or both should the idle stabalizer be disconnected?

The idle stabilizer need to be float tested(discarded) and set the 6 degrees when running..this 6 degrees doesn't need to be perfect just somewhere in the 4-6 range. Motor will let you know what it likes.....
