Mariner Magnum 40

I just bought a new Solas propeller for this mariner 40 magnum , but when I try to install with thrust washer in front of prop and rear splined washer and lock , rear splines are only going about a quarter inch onto the shaft splines. Is prop too long ? or washers too thick ?
