Merc 115 4-stroke warning alarm

I have a 2006 merc 115 4 stroke. The warning alarm does not sound when I turn the ignition on. I was under the impression that it was supposed to.

Also, is it true the motor should not allow harmful overrevving? I can rev this thing well past 6000 rpm, (max rating is 6000.) I don't want to blow up my motor.
