merc 115 tower of power question

I am working on a late 60's early 70's 115 hp tower of power. The motor starts, and runs, but every time i start it it is running wide open. It does not want to go into neutral, and i cannot bring the idle down with the controls. When i move the throttle lever the parts on the motor move, but the motor will not throttle down. any ideas on what is going on? and why it wont go into neutral?

have you taken the cover off to see what happens with the linkage if/when you move the throttle control? butterflies in the carbs open when the control is in neutral? photos would be helpful

We got it figured out. The conrtol cable was not hooked up the right way, fixed that and now it runs and shifts great!
