Merc 165 (6 cyl) wont go into neutral

I got 79 merc 165 with merc out drive n out of water shifts fine. It the water won’t go into neutral unless shut off motor. Any suggestions

Red arrow is the grounding screw where the black wires go, long screw here
, Yellow arrow is where the white wires go ,short screw here
