Merc 1999 115 water flow

Bought the Merc 115 and the water output or "pisser" flow was weak at low idle. I got the boat on plain and she seemed to have normal output. Once I throddled down the flow was weaker again. Is is a clog in the line? Water pump? Is that motor equiped with an overheat alarm?
