Merc 20 hp Question

I have what the book calles a reverse lock. It is 2 hooks that grabs a pin on the transon bracket. Can someone tell me how it is suppose to work. Right now I have to manually pull back on the hooks in order to release it to raise the eng. In order to do this the gear shift seems to have to be in foward gear. No big deal but just wondering how it works. It a 68 Merc 200 20 HP.

Ive got the same thing on a 73 20hp. It ingages when the reverse gear is selected so the engine doesn't tilt up when in reverse. It doesn't ingage when in forward or nuetrial, (From what I remember). It can soemetimes be the cuase of reverse selection problems. Why they designed the engine like this is anyones gues.
