The boat is a 2003 Bayliner 175 model.

You can click on the first image and it will enlarge the pic of the T-handle, blue hoses, and slider.

What does the T-handle do?

I know that the blue hoses are for the block and manifold drain. I suspect you remove the blue hoses
from the bracket, by the T-handle, and then remove the caps to drain-correct?

The T-handle connects to what Merc calls the "Slider" which appears hold the blue hoses apart. What is the
purpose of the "Slider" and mine is broke so the ball end of the T-handle will not connect to it does it matter.
I suspect Merc went to all this trouble so you could use the T-hande to hold the two blue hoses in the bilge
so the water would drain or is there something else?

I did do a search and found this sound advice:

If you aren't planning on having the boat in the water during freezing weather, remove those hoses and get them out of the way. Then use 1/4"npt brass plugs for the holes and save yourself the hassle.

I still want to know what that T-handle is for?

it holds the ends of the hoses below the engine level so you dont have to bend over to hold them down into the bilge. You pull the handle up, disconnect the hoses from the plate and push the handle down. But as Don has stated many times before, dont use them for winterizing, dirt still builds up in the manifold and block
