Merc 35 hp Water Pump

Hey Guys, I'm running an 89 merc 35 hp. After I start it, it usually takes about 5 seconds for water to start coming out the hole. Even when it's been running for the past 3-4 hours. Also, at low idle speeds, the stream gets very weak and almost stops until I add a bit more power. Is this the sign of the Pump failing? Or a bad impeller?? Appreciate it!

Sounds like a worn out impellor to me, or a blocked passageway, did you check for dirt daubers in the tube
