Yes having an issue with an IAC will affect engine starting with the throttle plates still closed for normal start up on engines having a fuel injection system...Not carbureted engines though.
If you're having an issue with your engine, please feel free to create a new topic of your own with as much info as possible of what your symptoms seem to be, what you've tried thus far for repair along with what engine model, year and engine serial number to see if maybe we here at iboats forums would be able to help guide you of a few things to consider trying too...
