I have 9.9 merc 1988 on a small pontoon boat, remote steering and controls. There is an automatic choke that seems to be not standard for this moter. It is operated off the key and pushes a small plunger horizontally about 1/4" dia against the side of the carb --it seems to cover a very small hole. Is this the auto choke? a small keeper washer broke and the plunger fell apart and I am trying to piece it back together. Clymer shows nothing of this choke or sylenoid. i'lltake any advice. Also should the manual choke override the electric

From your description, you have a primer, not a choke. When it's activated, it gives the engine a bump of raw fuel through the carburetor.

c/6
Hooty
