Merc 90hp starting problem

Just bought my first boat! 1978 Somerset w/900 series 90hp merc. The boat has been sitting in a barn for 5 years(covered). Went over the motor and it spins freely by hand. Drained the fuel tank and put in new fuel. Here's my problem! I put in new battery and hit the key. Nothing! Cleaned up all the connections and even replaced the fuse holder and fuse on the hot side of the battery. Hit key, Nothing! I took the throttle housing apart and checked the ignition switch, it checked out ok. I put a jumper on the neutral lock-out and the solenoid clicked. I'm GUESSING I have a bad solenoid and a bad lock-out switch. Please advise! Both parts are relatively inexpensive, I'm just not a fan of spending money for a search mission! Is there something else I am overlooking?

Ayuh,... Start by diagnosing it from the Starter, Backwards to the key...

use a set of jumper cables to jump from battery pos side + to starter post this should inguage your starter. this is not to start your moter but to see if your starter is working ... or you can completely remove the starter and bench test it. i like the first option its faster

Thanks for the replies! I was given a manual on Merc engines 45-225hp,1972 thru 1989 from the previous owner, and an invoice he had of the $300. he put into new pump,impeller,grease and such before he put it to bed. I've gone over the motor, but will change at least the impeller,down to just trying to fire it up. I'm going to remove the neutral switch and try and just clean it up. It's embedded in old grease and grime and hopefully will test ok once I do that. Will backtrack from starter and let know what happens.

Took your advice Bond-o! While checking at the engine I brushed my arm against some of the wiring. The insulation fell right off!!! Every wire I touched did the same thing. Got a new engine harness from I-boats, and took the throttle control box apart, pulled up a little slack and re-soldered the connections at the ignition and neutral switch. Took her out last Sunday afternoon, ran like a top. I-boats does have the best prices and the shipping is great.
