Merc Engine Idle and Shifting Questions

I know my shifting cable is a little out of adjustment and can verify so as I can shift into Forward, but get no response from the drive. If I check the shoe on the drive it's almost dead straight, like a hair from being so. I had to adjust the upper cable for the new lower cable to fit properly (6 inch center to center for barrel and nut). I have the manual and plan to go over the issue all day to get it right, but just wondering if there's any quick hints or tips about adjusting both cables back on the shift plate.

I got the valves adjusted yesterday and the engine, when started, starts at a click of the key and purrs like a kitten. At first, the engine was idling at 700 RPMs by the dash gauge, but when I shifted into Reverse and gave a little throttle to make sure it was working OK and then brought back to neutral, the engine stayed idling at 1000. I'm leaning towards it having something to do with the other cables being out of adjustment. Is this a possibility? What are your thoughts on it? If I could boat around the lake in Reverse all day today I would do it. Ah, but maybe tomorrow in Forward?;)

6" center to center with the cable pushed all of the way in and the prop turned ccw & locked in foreward?.....

No, I think your throttle is not going all the way back to the stop for some reason......;)

Exactly as described in the Merc manual. I thought when I made the adjustments on the upper cable I may not have adjusted everything perfectly, so I'll be going over both of them again today to make sure. (Where's Don and his signature at?)

No, I think your throttle is not going all the way back to the stop for some reason......

I'll be checking on that whole mechanism shortly then.
