Merc Laser 220 - weird voltage on TPS wire

Hi guys. I'm still having problems with my Laser 220 and getting it running right. It all seems to keep coming back to the TPS. Long story short, i have a new TPS so that cant be the problem. Here's what i've found lately:

The TPS has 3 wires right;

TAN/BLK (gnd from ecu)
ORANGE (about 8v from ecu to sensor)
BLUE (varying output from sensor back to ecu)

First, the BLUE lead has 3.7v coming FROM the ecu (sensor unplugged) - where is this voltage coming from?
Second, TAN/BLK lead isnt total ground, there is resistance there when testing the continuity between it and the block (meter reads ~0300 (ohms?)

Because of this, I cant set the TPS right, it just wont go low enough (im trying to set it to .150v (temp sensor unplugged, throttle unhooked from cam), but cant get anywhere near it.

Any help you can give is much appreciated, i'm about at the limit of my electrical diagnosis skills :confused:
