merc tilt and trim guage jumps around

i have a 95 merc 200 xri when i trim up or down, my trim guage needle jumps around like crazy, when you let off of the switch, it settles down. this is the first boat that i have owned with the TNT guage. is this jumping of the guage normal ? or should it move at a smooth and steady movement? if smooth and steady is the normal way, it sounds to me like a sending unit is in order.
