merc1000 with strange fitting

Hi, I just picked this motor up and was wondering if anyone has ever seen a fitting like the picture below. It doesn't quite look home made. Is it some kind of flushing kit that you've seen before? I haven't taken off the hose clamps to find out whats underneath. Any clues gurus? Also, I've been told the engine is a '69 by someone on scream n fly. It does really look like one sort of, and after looking more closely my serial number plate is missing :( are there numbers anywhere else?

That's for the steering link rod for a trolling motor

Most excellent Laddies! after reading your reply and looking at the nice aluminum kicker bracket..... it all clicked in. Then it only took 30 seconds to remove that silly bracket knowing there was no hole in the mid and plumbing into the water pump line. FOR SALE: kicker steering motor bracket with disconnect....-or-.... bbq line disconnect ;)
