mercarb issue

Hi, I'm back. Ok heres my problem .i have a 3letr mercruiser engine with a mercarb that i rebuilt because i was having a hard start issue.It wont start unless i have a screwdriver in the choke plate then when i take the screwdriver out it wont stay at an idle the engine revs up and no adjustment that i make to the autochoke seems to help. but when i push on the choke plate the rpms drop. any advice would be appreciated

Does the choke work? Does it open after it warms up? Is it electric? What Year is it?

if set in the factory manual position with the line in the middle of "rich and lean" then no the choke will stay shut until the engine is started with the screwdriver in the choke and after it styarts the choke is wide open and the rpms are like its at full trottle. yes its electric and the boat is a 1990 cheetah.
